Developed by representatives from key population networks, community-based organizations, United Nations agencies, international non-governmental organizations, donors and defenders of human rights who support and implement HIV programs for key populations, the document describes challenges that limit the effectiveness of acute violence response and recommends ways to strengthen stakeholder actions.
